Artists and organizations may apply for matching funds through the Public Art Murals Program which is funded by the City of Portland and administered by RACC. The program provides up to $5,000 in matching funds for murals that reflect a diversity in style and media. Artists from different cultural backgrounds and ranges of experience are encouraged to apply, and there is no application fee. In October 2018, one of Banksy's works, Balloon Girl, was sold in an auction at Sotheby's in London for £1.04m. However, shortly after the gavel dropped and it was sold, an alarm sounded inside of the picture frame and the canvas passed through a shredder hidden within the frame, partially shredding the picture.[134] Banksy then posted an image of the shredding on Instagram captioned "Going, going, gone...".[135] After the sale, the auction house acknowledged that the self-destruction of the work was a prank by the artist.[136] The prank received wide news coverage around the world, with one newspaper stating that it was "quite possibly the biggest prank in art history."[134] Joey Syer, co-founder of an online platform facilitating art dealer sales,[137] told the Evening Standard: "The auction result will only propel this further and given the media attention this stunt has received, the lucky buyer would see a great return on the £1.02M they paid last night, this is now part of art history in its shredded state and we'd estimate Banksy has added at a minimum 50% to its value, possibly as high as being worth £2m+."[138] A man seen filming the shredding of the picture during its auction has been suggested to be Banksy.[139][140] Banksy has since released a video on how the shredder was installed into the frame and the shredding of the picture, explaining that he had surreptitiously fitted the painting with the shredder a few years previously, in case it ever went up for auction. To explain his rationale for destroying his own artwork, Banksy quoted Picasso: "The urge to destroy is also a creative urge".[141][142] (Although Banksy cited Picasso, this quote is usually attributed to Mikhail Bakunin.) [143] It is not known how the shredder was activated.[144] Banksy has released another video indicating that the painting was intended to be shredded completely. The video shows a sample painting completely shredded by the frame and says: "In rehearsals it worked every time...".[145]

The chapel was later extended to join the tower, making what is now the church of St-Jean-Baptiste, but the tower was only converted to a belfry after the sea retired, leaving it 1.5 kilometres inland. It is for this reason that the present division between the original village and the sea-front area exists.[9] As a result, boats were then designed with flat bottoms so that they could be drawn up on the beach and a cart was driven out to them in order to bring in the catch (see Eugène Boudin's painting below).
The old town was formerly a fishing harbour which in 1301 was recorded to have 150 homesteads with 800 inhabitants. A mediaeval wooden lighthouse, known locally as a foïer, was built on a dune and lit by charcoal and faggots but this burned down several times. On one occasion at least it was as a result of the continuous conflict between the English and the French in the Hundred Years War. The chronicler Enguerrand de Monstrelet mentions that during 1414 the English garrison in Calais raided south and burned the town.[7] Eventually the lighthouse was replaced by a stone tower at the side of which a chapel was built in the 15th century, but this did not save it from further mishap. During the second siege of Montreuil in 1544, the English advanced from the south and burned 200 houses, the church and the mill as they passed through Berck. What was left of the place was then burned by the French on their way to relieve the siege.[8]
A stencil painting attributed to Banksy appeared at a vacant petrol station in the Ensley neighbourhood of Birmingham, Alabama on 29 August as Hurricane Gustav approached the New Orleans area. The painting, depicting a hooded member of the Ku Klux Klan hanging from a noose, was quickly covered with black spray paint and later removed altogether.[71] His first official exhibition in New York City, The Village Pet Store and Charcoal Grill, opened 5 October 2008. The animatronic pets in the store window include a mother hen watching over her baby Chicken McNuggets as they peck at a barbecue sauce packet, and a rabbit putting makeup on in a mirror.[72]

Success in art is not for the faint of heart, but it can be very rewarding for the soul if you find a place where you belong. Nothing is better then the feeling of acceptance and appreciation.  Well money is also really great.. Because being an artist.. You don't get any special treatment such as being with big corporate companies. No insurance benefits, discounts, help etc.


Banksy's works have dealt with various political and social themes, including anti-war, anti-consumerism, anti-fascism, anti-imperialism, anti-authoritarianism, anarchism, nihilism, and existentialism. Additionally, the components of the human condition that his works commonly critique are greed, poverty, hypocrisy, boredom, despair, absurdity, and alienation.[192] Although Banksy's works usually rely on visual imagery and iconography to put forth their message, Banksy has made several politically related comments in their various books. In summarising his list of "people who should be shot", he listed "Fascist thugs, religious fundamentalists, (and) people who write lists telling you who should be shot."[193] While facetiously describing his political nature, Banksy declared that "Sometimes I feel so sick at the state of the world, I can't even finish my second apple pie."[194]
Murals are important in that they bring art into the public sphere. Due to the size, cost, and work involved in creating a mural, muralists must often be commissioned by a sponsor. Often it is the local government or a business, but many murals have been paid for with grants of patronage. For artists, their work gets a wide audience who otherwise might not set foot in an art gallery. A city benefits by the beauty of a work of art.
